In November 2009, it came to the Alliance’s attention that preferential postage rates for publications were gradually being phased out in many Latin American countries.
In the absence of recent studies on postage rates in the area, and faced with the difficulty of collecting reliable data, the Alliance decided to conduct its own research on the issue, based on the experience of its members based in Latin America.
A synopsis of this research, including data collection and the resulting analysis, compiled by Mathieu Joulin on behalf of the Alliance, is now available.
